I had this issue recently with my WRAP board running the Debian-based Voyage Linux, though the issue is not limited to either of those.

In short, the issue is that there is no TTY binding defined within /etc/inittab; usually this is as a result of the start-up / shutdown init scripts not completing cleanly (i.e. shutting down the device before a power-cycle has finished etc.).

Resolution is to uncomment / add a definition to /etc/inittab as below (and as necessary);

Note that I am binding a TTY to the serial port (as the system is entirely headless). Full output of the boot-up is as below;
